Socorro Parks Improvements Phase I Project
Project Summary
The Socorro Parks Improvement Phase I Project involves the comprehensive redesign and modernization of three critical neighborhood parks: Amistad Park, Callisto Park, and Jardin De Flores Park in Socorro, Texas. This vital quality-of-life initiative will eliminate safety hazards caused by outdated equipment and infrastructure, and significantly enhance outdoor recreational facilities for local families, youth, and elderly residents.
The proposed Phase I upgrades will feature inclusive playground structures, additional overhead shade structures, revitalized sports areas, paved and ADA-accessible parking facilities, and ADA-compliant walking paths connecting park spaces.
The current phase of this project is: Pre-development/Grant Application Phase.

Public Involvement
This project builds on years of community-driven planning and was initially identified through community outreach efforts that were part of the Socorro Parks Master Plan adopted in 2017. The Socorro Parks Master Plan identified Amistad Park, Callisto Park, and Jardin De Flores Park as community spaces that needed revitalization, documenting the critical role that neighborhood parks play in the community while identifying severe, city-wide challenges regarding the quality, age, and safety of existing park amenities.
In 2023 and 2024, the City of Socorro gathered feedback from Socorro residents as part of a robust and bilingual public engagement process during the development of the Socorro 2040 Comprehensive Master Plan, which was adopted in July 2024. The Socorro 2040 Comprehensive Master Plan documented the community’s strong demand for immediate upgrades to neighborhood parks, particularly improvements for children, families, and active recreation.
As part of the public outreach component of this project, the development team will continue to gather community feedback from a diverse cross-section of Socorro residents, including via:
- The City of Socorro website, where information about this project is posted,
- City of Socorro City Council meetings, where the development team will provide a presentation regarding this project to inform and gather feedback from the public,
- Community events, such as the 2026 4th of July Extravaganza event at Cougar Park,
- Town Hall meetings, where community members discussed their highest-priority park improvements,

Summary of Community Feedback Collected to Date
Feedback collected from the public and summarized in the Socorro Parks Master Plan highlighted several key resident demands:
Shade and comfort: An overwhelming majority of residents noted that a severe lack of shade structures and tree canopies prevents them from using the parks safely during hot afternoons
Upgraded Playground Equipment: Families consistently requested the replacement of outdated or broken playground sets with modern, inclusive, and safe structures for children of all ages.
Enhanced Park Infrastructure: Residents expressed a critical need for basic infrastructure improvements, including well-lit ADA-accessible pathways, paved and organized parking, more park benches, and functional picnic structures.
Feedback collected from the public and summarized in the Socorro 2040 Comprehensive Plan highlighted several key resident demands regarding parks, trails, and recreation amenities:
Shade and Comfort:
Residents overwhelmingly emphasized that the lack of shade structures, tree canopy, and lighting makes parks uncomfortable and unsafe, especially during hot afternoons. Community members repeatedly requested natural shade, covered seating, and improved lighting to ensure safe and enjoyable use of outdoor spaces.
Upgraded Playground Equipment:
Families expressed a strong need to replace outdated or broken playground equipment with modern, inclusive, and safe structures. Residents noted that current facilities do not adequately serve children of all ages and abilities, and they want parks that support youth recreation, sports, and active play.
Enhanced Park Infrastructure:
Residents identified critical gaps in basic park infrastructure, including ADA-accessible pathways, better-connected sidewalks, improved trail networks, functional restrooms, and well-maintained picnic areas.
Expanded Park Space and Recreation Options:
Community members consistently asked for more regional parks, additional small neighborhood parks, indoor recreation facilities, youth centers, pools, and expanded open space. They stressed the importance of preserving remaining open land and creating new recreational opportunities before available land is lost to development.
Improved Trails and Connectivity:
Residents strongly supported developing a connected network of walking and biking trails, including the use of canal corridors for safe, shaded, and accessible routes. Existing trails were rated poorly, reinforcing the need for investment in trail quality, connectivity, and safety.

Background
Neighborhood and community parks are vital components of Socorro’s infrastructure, functioning as central hubs for recreation and neighborhood cohesion. The City of Socorro Parks Master Plan and Socorro 2040 Comprehensive Master Plan both identify a critical need for balanced park distribution and modernized facilities across the city, establishing a strategic framework to elevate the quality of local park spaces.
As part of this systemic evaluation, a comprehensive city-wide park inventory revealed significant disparities in amenity quality, safety metrics, and shaded spaces. The Parks Master Plan targeted key sites, specifically Amistad Park, Callisto Park, and Jardin De Flores Park, as high priority areas in need of immediate intervention to transform them from basic open spaces to or drainage properties into fully realized, safe neighborhood assets.
The Parks Master Plan identified the following issues:
- Infrastructure Deficiencies: A significant portion of existing park equipment fails to meet modern universal accessibility guidelines (ADA) and lacks structured parking configurations.
- Climate Adaptation Gaps: A severe lack of overhead canopy designs and shaded pavilions leaves visitors fully exposed to extreme regional heat, dramatically dropping park utilization during peak seasons.
- Under-Utilized Assets: Essential neighborhood location function strictly as open fields or drainage spaces rather than serving as multifunctional spaces.
Ultimately, the Parks Master Plan recommended structured, phased capital improvement projects to revitalize Socorro’s park network. The Socorro Parks Improvement Phase I Project directly implements these recommendations, combining grant funding with comprehensive planning to replace outdated components, construct critical shade features, establish safe parking facilities, and ensure inclusive recreation for all Socorro families.
Existing Challenges
The current conditions of Amistad Park, Callisto Park, and Jardin De Flores Park presents the following challenges to the Socorro community:
- Lack of Quality Amenities: Many park features have reached the end of their functional lifespan, leaving residents with limited options for high-quality outdoor recreation.
- Outdated Playgrounds and Sports Areas: Existing play structures and athletic areas are weathered and outdated, falling short of modern recreational and safety standards for children and families.
- Severe Lack of Shade: Extreme heat and a critical shortage of shaded areas or canopies drastically limit the hours families can safely enjoy the parks during warmer months.
- Poor Accessibility: Current layouts lack proper ADA-compliant pathways, connectivity, and play equipment, creating barriers for strollers, and adults and children with mobility challenges.
- Limited Seating and Picnic Spaces: There is a noticeable shortage of comfortable seating, benches, and dedicated picnic areas, preventing neighbors from gathering and fostering community engagement.

The Socorro Parks Improvement Phase I Project will offer the following benefits to the Socorro community:
- Upgraded Play and Sports Facilities: Installation of modern, safe playground equipment and revitalized sports areas encourage active, healthy lifestyles for youth ad families.
- Enhanced Comfort and Weather Protection: Strategic addition of extensive shade structures and comfortable seating make the parks usable year-round.
- Improved Accessibility and Inclusivity: Upgraded pathways, parking, and play areas ensure all three (3) parks are fully accessible and welcoming to to residents of all ages and abilities.
- Boosted Community Well-Being: Transforming underutilized parks into vibrant spaces that promote mental and physical health, outdoor recreation, and family gatherings.
- Stronger Neighborhood Connection: Creating beautifully designed spaces that foster community engagement, pride, and overall quality of life in Socorro.
Funding Opportunity
The estimated project cost is $1.5 million, including engineering design, and construction. The City of Socorro is pursuing funding through the Texas Parks & Wildlife Department’s Local Parks Grant program and other state and federal sources. If this grant is awarded to the City of Socorro, the financial impact to Socorro taxpayers is expected to be 50% of the Total Project Cost, or approximately $750,000.00.
