Civil Rights
The City of Socorro, Texas as a recipient of Federal Financial Assistance and under Title VI of the Civil Rights Act of 1964 and related statutes, ensures that no person shall be: excluded from participation in, be denied the benefits of, or otherwise be subjected to discrimination under any City programs or activities on the grounds of race, religion (where the primary objective of the financial assistance is to provide employment per 42 U.S.C. § 2000d-3), color, national origin, sex, age or disability.
Policy of Nondiscrimination on the Basis of Disability
The City of Socorro does not discriminate on the basis of disability in the admission or access to, or employment in, its federally assisted programs or activities. In accordance with the Department of Housing and Urban Development’s (HUD) regulations implementing Section 504 of the Rehabilitation Act of 1973, no otherwise qualified individual with handicaps in the United States shall, solely by reason of his or her handicap be excluded from the participation in, be denied the benefits of, or be the subject to discrimination under any program or activity receiving Federal financial assistance from the Department of Housing and Urban Development (HUD).

La Ciudad de Socorro no discrimina por motivos de discapacidad en la admisión o acceso a, o empleo, en sus programas o actividades que reciben ayuda federal. De acuerdo con las reglamentaciones del Departamento de Vivienda y Desarrollo Urbano (HUD) que implementan la Sección 504 de la Ley de Rehabilitación de 1973, ningún individuo calificado con discapacidades en los Estados Unidos deberá, únicamente por razón de su discapacidad, ser excluido de la participación en , se le negarán los beneficios o será objeto de discriminación en virtud de cualquier programa o actividad que reciba asistencia financiera federal del Departamento de Vivienda y Desarrollo Urbano (HUD).
Citizen Participation & Grievance Procedures Notice
The City of Socorro has adopted complaint and grievance procedures regarding its Texas Community Development Block Grant Programs (TxCDBG). Citizens may obtain a copy of these written procedures online at the City’s website and in person at 124 S. Horizon Blvd, Socorro, TX 79927 between the hours of 8:00 a.m. – 12:00 p.m. and 1:00 – 5:00 p.m. Monday through Friday. Citizens may also request the procedures be mailed to them by calling City Administration offices at 915-858-2915. These procedures outline the steps for a citizen to follow if s/he wishes to file a complaint or grievance about TxCDBG activities.
A person who has a complaint or grievance about any services or activities with respect to the TxCDBG project, may during regular business hours submit such complaint or grievance, in writing to City Clerk, at 124 S. Horizon Blvd., Socorro, TX 79927 or may call 915-858-2915. The City of Socorro will make every effort to respond fully to such complaints within fifteen (15) working days where practicable.
Participación Ciudadana y Procedimientos de Quejas Aviso
La Ciudad de Socorro ha adoptado procedimientos para quejas y denuncias con respecto al programa de Texas Community Development Block Grant Programs (TxCDBG). Los ciudadanos pueden obtener una copia de estos procedimientos escritos en la pagina web de la Ciudad de Socorro y en persona en 124 S. Horizon Blvd, Socorro TX 79927 entre las horas de 8:00 am – 12:00 pm y 1:00 pm – 5:00 pm de lunes a viernes. Los ciudadanos también pueden solicitar los procedimientos por correo al llamar a Alejandra Valadez en 915-858-2915. Estos procedimientos describen los pasos que se deben seguir para que un ciudadano pueda, si desea, presentar una queja o reclamo acerca de las actividades del programa TxCDBG.
Una persona que tiene una queja o reclamación sobre cualquiera de los servicios o actividades en relación con el programa TxCDBG, lo pueden hacer durante las horas regulares por escrito a la Secretaria Municipal, a 124 S. Horizon Blvd., Socorro, TX 79927 o pueden llamar a 915-858-2915. La ciudad de Socorro hará todo lo posible para responder con plenitud las quejas dentro de los quince (15) días hábiles cuando sea posible.
Fair Housing Policy
In accordance with the Fair Housing Act, the City of Socorro hereby adopts the following policy with respect to Affirmatively Furthering Fair Housing:
- The City of Socorro agrees to affirmatively further fair housing choice for all seven protected classes (race, color, religion, sex, disability, familial status, and national origin).
- The City of Socorro agrees to plan at least one activity during the contract term to affirmatively further fair housing.
