Union Pacific Railroad Crossing at Horizon Boulevard east of Alameda Ave. (SH20), El Paso County
Project Summary
The Horizon Boulevard Rail Grade Separation Project involves the design and construction of a grade-separated overpass at the Union Pacific Railroad crossing on Horizon Boulevard, east of Alameda Avenue in Socorro, Texas. This critical infrastructure will eliminate delays caused by train crossings, improve safety, and enhance mobility for residents, businesses, and emergency services. The proposed overpass will feature four lanes (two in each direction), a raised median, shared-use paths for pedestrians and cyclists, and improved lighting and safety features.
The current phase of this project is: Pre-development/Pre-construction.

Public Involvement
This project builds on years of community-driven planning and is supported by the public involvement efforts of two major planning documents.
The recently completed Horizon Boulevard Corridor Master Plan (2021) identified this corridor as a critical link for regional mobility and documented significant challenges related to congestion, safety, and multimodal access. Through an extensive public involvement process, which included three rounds of public meetings, virtual engagement tools, surveys, and stakeholder interviews, the community consistently highlighted the Union Pacific Railroad crossing on Horizon Boulevard as a major barrier to east-west connectivity and emergency response. The Horizon Boulevard Corridor Master Plan (2021) recommended a grade-separated crossing at Horizon Blvd. as a long-term solution to improve mobility, safety, and economic development. Public demand for grade separation, as an overpass, was identified as a top priority during public meetings and surveys.
Building on that foundation, the Socorro 2040 Comprehensive Plan, adopted in July 2024, engaged the community through a robust bilingual outreach process. As part of its public engagement process, the development team compiled feedback from:
- 369 questionnaire responses collected online and in person, revealing strong priorities for mobility improvements, safety, and connectivity.
- Three major community meetings and multiple outreach events, including Socorro Sundays and the Harvest Festival, with over 200 participants across all sessions.
- Interactive activities and visual preference voting: At the second meeting alone, 150 residents participated, ranking “Complete Streets,” “More public transportation,” and “Preservation of agricultural land” among top priorities.
Feedback was collected from the public and summarized in the Socorro 2040 Comprehensive Plan as follows:
“…many residents have expressed concerns about the rail system and the lack of public safety accessibility when trains pass through. These interruptions cause delays in emergency response times and negatively impact community members. Additionally, the lack of above-grade separation impacts mobility in Socorro and exacerbates traffic congestion, hindering the efficient movement of both vehicles and pedestrians.”

Background
Horizon Boulevard (FM 1281) is a major east-west corridor in El Paso County, connecting Socorro, Sparks, and Horizon City to I-10 and Alameda Avenue. The recently completed Horizon Boulevard Corridor Master Plan (2021) identified this corridor as a critical link for regional mobility and documented significant challenges related to congestion, safety, and multimodal access throughout the corridor. Through an extensive public involvement process—including three rounds of public meetings, virtual engagement tools, surveys, and stakeholder interviews, feedback from the community consistently highlighted the Union Pacific Railroad crossing on Horizon Boulevard as a major barrier to east-west connectivity and emergency response.
The Horizon Blvd. Corridor Master Plan identified the following issues:
- Severe congestion and delays at the Horizon Blvd. railroad crossing, with traffic volumes projected to increase by over 50% by 2040.
- Safety concerns, as crash rates south of I-10 were more than double the statewide average.
- Emergency response delays, with trains blocking access for police, fire, and EMS.
- Public demand for grade separation, identified as a top priority during public meetings and surveys.
Ultimately, the Horizon Blvd. Corridor Master Plan recommended a grade-separated crossing at Horizon Boulevard as a long-term solution to improve mobility, safety, and economic development. This project directly implements that recommendation by constructing an overpass that will eliminate train-related delays, enhance multimodal connectivity with shared-use paths, and support future growth along the corridor.
Existing Challenges
The Union Pacific Railroad crossing at Horizon Blvd. presents the following challenges to the Socorro community:
- Traffic Delays: Long trains frequently block Horizon Boulevard, creating severe congestion, especially during delayed stops
- Emergency Response: First responders (police, fire, ambulance) face delays crossing the tracks, impacting public safety and emergency response
- Safety Risks: Two injury crashes have occurred at the crossing in recent years.
- Economic Impact: Delays affect freight movement and access to commercial shopping centers, local businesses, and the Historic Mission Trail.
- Limited Alternatives: Currently there are no other grade-separated crossings within city limits. During long railroad crossings, or stopped trains, travelers and first responders must travel out of the city limits to cross via the Loop 375 overpass in order to cross the railroad
Project benefits
The Union Pacific Railroad crossing at Horizon Blvd. will offer the following benefits to the Socorro community:
- Improved Mobility: Uninterrupted east-west travel for commuters and freight via a grade-separated overpass.
- Enhanced Safety: Reduced crash risk and faster emergency response times.
- Multimodal Access: Shared-use paths for pedestrians and cyclists.
- Economic Growth: Supports local businesses and regional freight movement.
- Environmental Benefits: Reduced vehicle idling lowers emissions and improves air quality.
Funding Opportunity
The estimated project cost is $35.6 million, including planning, design, right-of-way acquisition, utility adjustments, and construction. The City of Socorro is pursuing funding through TxDOT’s Off-System Grade Separation Program and other state and federal sources. If this grant is awarded to the City of Socorro, the financial impact to Socorro taxpayers is expected to be $0.00. Other potential funding opportunities include safety and mobility grants under TxDOT’s Unified Transportation Program and federal railway hazard elimination programs.
